Titles of people and cities

I think it would work best if the titles of articles of cities and people are titled according to the spelling of the native language of the people or the city. I think the first use of the name of the person or city in the article should be written as "la'o gy. Name of City or Person gy." and subsequent uses should be translated into lojbanic cmavo.
